Following up on your 7/1/2025 letter and my request for confirmation that approval of state-chartered credit union bylaws falls under the statutory mandate of the North Carolina Credit Union Division? 
 
As the N.C. regulator, the NCCUD is the only designated authoritative source for that answer on behalf of credit unions and their members.

Dear Mr. Blaine,

North Carolina General Statutes require all North Carolina state-chartered credit unions to adopt bylaws.  NCCUD reviews North Carolina state-chartered credit unions’ bylaws for compliance with required information outlined in North Carolina laws, rules, and regulations.  NCCUD issues examination findings and requirements to state-chartered credit unions for non-compliance with their bylaws.
